International Academic Platform for Optoelectronic Perception Science and Technology under Complex Environment (OPCE) is affiliated to Xidian University, which is a national key institution of higher education that integrates engineering, science, liberal arts and management, with information and electronics as the dominant academic areas. The university consists of 18 schools and is one of the universities funded by Project 211 and Project 985 Innovation Platform for Superiority Subject. Led by the university, the Information Perception Technology Collaborative Innovation Center was officially approved by the Collaborative Innovation Program, i. e. the National 2011 Project, ranking the first in the same industry. It is also one of the first 35 universities having model School of Software, one of the first 9 universities having model School of Microelectronics and first 9 universities with a base for fostering integrated circuits talents. It has 3 National Key Laboratories, including the State Key Laboratory of Integrated Services Network, National Laboratory of Radar Signal Processing and National Key Laboratory of Antennas and Microwave Technology. There are in total 24 Key Laboratories of Ministry of Education and Ministerial or Provincial Key Laboratories in the university. What’s more, it has built 4 national bases: i.e., the National Education Base of Elementary Curriculum on Electronic Engineering and Technology, National Demonstration Center for Experimental Teaching on Electronic Engineering and Technology, Integrated Circuit Talents Fostering Base and National Engineering Training Center. Currently, it enjoys 2 first-level National Key Disciplines, 1 second-level National Key Disciplines and 33 provincial and ministerial key disciplines. In the Third National Assessment of First-level Disciplines, the “information and telecommunications engineering” discipline ranks the second and the “computer science and technology” ranks the fourth in China.

  The OPCE is supported by many academic research and talent training platforms, including Information Perception Technology Collaborative Innovation Center, key Laboratory of Intelligent Perception and Image Understanding of Ministry of Education, key Laboratory for New Laser Instrument and Optical Information Processing and Key Laboratory of Wireless Physics, key Laboratory of Photoelectric Imaging and Detection, National Joint Research Center for Intelligent and Computing, Innovation Team of Radio Wave Propagation and Scattering in Complex Topography, General Assembly Radio Observation Network Xi'an Observatory, Engineering Practice Center in Shandong Inspur Huaguang Optoelectronics Co., .LTD. and Experimental Teaching Center for Optical Information and Functional Components. The OPCE can rationally allocate the software and hardware resources of these laboratories, and provide sufficient research resources, good experimental conditions and convenient communication platform for academic masters and experts at home and abroad.

‍‍The School of Physics and Optoelectronic Engineering of Xidian University has vigorously strengthened cooperation with enterprises through the combination of production, teaching and research. It has already established long-term strategic partnership with lots of domestic optoelectronic mainstream enterprises such as Xi'an Institute of Optics and Mechanics, Chinese Academy of Sciences, CLP27 (Zhongdian), No.205 Research Institute of China Ordnance Industries, Aviation Institute 612 and 613, CASIC 8358 (China Aerospace Science and Industry Corporation Limited) , Shanghai Academy of Spaceflight Technology, Inspur Huaguang and others. All of these provide an enterprise-level experimental and verification environment for the scientific research of the International Platform for Optoelectronic Perception Science and Technology under Complex Environment.
